all for joining us today to discuss the small business administration's response to hurricane sandy. the president's recent supplement tal request in this space and state local and small business recovery effortings in the impact, i would like to thank our witnesses that will be testifying in a moment. i'll introduce them in just a moment. but let me make a couple of brief openings statements. we are here today to evaluate the response and recovery effort in the aftermath of hurricane sandy, which struck the northeastern united states on october 29th, is the largest size storm system in u.s. history. hurricane sandy claimed the lives of 1323 americans, damaging and destroying more than 651,000 homes, and 459,000 businesses. leaving more than 8.5 million families without power, heat, or running water. most of the water and electricity and power grid has been turned on. yet i understand there are communities that are challenged. the scale of the disaster has created significant housing and transportation challenges and successful recovery will require a sustained effort on the part of
as the nation will always remember the victims of sandy hook elementary school. i know it means when someone close to you is suddenly taken away in an unspeakable way. my family was touched by the brutal mass shooting at a loppers in san francisco in 1993. where a crazed gunman with an assault weapon killed eight people and wounded another six people. one of those people was a brave young lawyer who threw his body over his life to save hers. that young man was one of my sons best friends. i can tell you beyond a shadow of a doubt how these horrific and senseless tragedies live on forever. the parents and spouses and children, their families, it changes their lives forever. since 1999, which was the year of the massacre at columbine high school, we have tried to talk about this. 250 students, teachers, and others, have been killed in school shootings. another 212 have been wounded. due to gun violence in our schools. i will break down just some of those. a 2005 shooting at red lake high school in minnesota left five people injured. an amish schoolhouse shooting in pennsylvania in 2006 left it
"response activities for hurricane sandy" and replaces it with "purposes provided herein." a minor -- small verbal change. but response activities has unlimited meaning. this change does clarify that funds may be used to cover additional recovery and related costs connected to hurricane sandy. second it adds the phrase "to make grants" to clarify that the department of h.h.s. has specific grant-making authority for renovating, repairing and rebuilding nonfederal facilities involved in n.i.h. research. for example an academic center of excellence well known for its work particularly in cancer research will have the opportunity to rebuild. i recommend the support of this amendment. senator shelby has signed off on it. i believe it is not controversial. c.b.o. says it does not adversely -- it does not score at all. and i understand that the minority staff on labor-h.h.s. has also signed off on those changes. mr. president, that amendment too will be voted on tomorrow if not accepted. tonight we're just not accepting amendments and we're not voice voting them. i also want to note that we have t
